Does PNG restore lost JPEG quality?
No. Changing the format cannot recover detail already lost through JPEG compression, and the PNG may be larger.

Will converting to PNG improve quality?
No. PNG is lossless, so it stops further quality loss when you edit and re-save, but it cannot bring back detail that JPEG compression already removed.
Why is the PNG file bigger?
PNG stores every pixel without lossy compression, so photos usually get larger. That is normal. For a smaller web image, use WebP instead.
